Awarded in 1928 to American civil engineer George L. Watson, this medal, known as the Telford Premium, is a British award conferred by the Institute of Civil Engineers on an annual basis to the best paper presented to the institute. For the 1927/8 term, the gold prize was awarded to Watson for his paper "The Design and Construction of the Sewage-Treatment Works of the City of Trenton, New Jersey, USA," in which described "...one of the largest Imhoff-tank installations on the Atlantic seaboard, possessing some features of design which are unique in American practice."
According to his 27 February 1976 obituary in The New York Times, Watson "...had been a consulting engineer and adviser for the United States Government, Panama, Brazil, China and Canada, and for some 55 state, county and municipal commissions, boards and legislative bodies," and had also served as a "...consultant to the old New York and New Jersey Interstate Bridge and Tunnel Commission during the construction of the Holland Tunnel."
