"The Reign of Felicity" by Thomas Spence, published in London in 1796, was one of many political pamphlets he drafted to promote his plan for a form of basic income funded by communal ownership of land and administered at the parish level. From 1775 onward he began formulating a plan for joint ownership of land known as, “Spence’s Plan.” He believed that such a system would realize the natural rights of humanity by providing equitable access to resources and fostering a more just society. While several of Spence’s utopian writings feature Native Americans, in "The Reign of Felicity", Spence explicitly addresses indigenous peoples, whom he views as uniquely suited to benefit from his ideas.
